The study and analysis of the legislative framework within the project “Study of Corruption Issues in Kyrgyzstan”
In 2021, as part of the “Study of Corruption Issues in Kyrgyzstan” competition of the Democratic Governance Program of the Soros Foundation Kyrgyzstan, the institute’s team conducted a study aimed at examining the practice of connecting new subscribers (households and representatives of small and medium-sized businesses) to identify patterns and understand the phenomenon of corrupt schemes in connecting new subscribers, using the example of the city of Bishkek.
The research results are based on a survey of 191 entrepreneurs from various sectors of small and medium-sized businesses, describing their experience of connecting electricity to their business premises and the difficulties associated with this process. Overall, when comparing the perceptions and experiences of entrepreneurs, it was notable that approximately one-third of those surveyed admitted to offering bribes during the electricity connection process. Interestingly, female entrepreneurs were found to be less inclined to engage in bribery. You can find more detailed results on our website.
