The final evaluation of the “Integrated regional development” project

С июля по октябрь 2023 года исследовательская компания Evidence Central Asia провела работы для GIZ по финальной оценке 4-летнего проекта IRDP (Комплексное Развитие Регионов), основной задачей которого стало определение повышения доходов населения. The “Integrated Regional Development” project was financed by the European Union. The main goal of the project was to contribute to the reduction of poverty in rural areas in southern Kyrgyzstan by increasing income opportunities for rural households, small business entrepreneurs, those engaged in agriculture and tourism, and their employees in the Jalal-Abad region, with a focus on involving youth, women, representatives of ethnic minorities, as well as people with disabilities.
The research methodology consisted of two components: a listing survey and the main study, which was conducted in the target locations of the project, as well as in control locations to determine differences in respondents’ incomes from 2019 to 2022. During the listing phase, Evidence Central Asia surveyed 28,110 respondents across 45 locations identified by GIZ. In the second stage of the study, 1,203 respondents were surveyed, half of whom were from project villages and the other half from control villages in the Jalal-Abad region.
Despite the large sample size and tight deadlines allocated for data collection, the Evidence Central Asia team managed to gather the necessary number of respondent answers and identify the beneficiaries of this project within the established timeframe. In addition to collecting data, the research organization Evidence Central Asia analyzed the gathered data and prepared a report indicating the actual results of the project.
As a result of this work, GIZ was able to determine the effectiveness of project interventions, the actual impact of the project on the regions of Jalal-Abad Oblast, and measure the level of income increase among the local population involved in the “Integrated Regional Development” project.
