03 APPROACH
Our Methodology
Reality is rarely simple.
It consists of people, institutions, incentives and systems interacting in ways that are often difficult to observe directly. At E³, our Evidence, elevated methodology is designed to navigate this complexity through three stages. We begin by fixing reality through rigorous collection of facts, perspectives and context. We then explain reality by uncovering the patterns, drivers and relationships behind what is observed. Finally, we help shape reality by transforming evidence into decisions, policies and actions. This approach ensures that research serves not only as a record of what exists, but as a tool for understanding what matters and determining what comes next.
This idea shapes the E³ core methodology. It combines quan and qual, M&E, GIS and contextual analysis into integrated research workflows. Each project is structured around the logic of the assignment, expected decisions and operational realities of the region.
04 TIMELINE
Our Story
2020 | Founded
E³ was founded in 2020 by a woman researcher with a belief that Central Asia needs stronger evidence systems and better decision-making. From the beginning, the company combined international research standards with a commitment to to facilitate society's transition from a survival model to a data-driven, evidence-based development model tailored to the local context.
2021-2024 | Building the Foundation
As E³ expanded its work across governance, social development and evaluation, the organization also grew into one of the region’s few research firms built primarily by women. This perspective influenced not only team composition, but also the way projects were designed, implemented and interpreted.
Today
Today, women represent 98% of E³’s workforce, including leadership, research, analytical and field roles. The company also actively promotes accessible and inclusive working practices, creating opportunities for professionals whose expertise is often overlooked in traditional research and advisory environments.
