Research Ethics
At E³, ethics is the foundation of how we design research, engage with people and transform
evidence into decisions.
Truth Before Narrative
Evidence comes before assumptions, preferences or expectations.
Every project is approached with intellectual independence and methodological rigor. The
purpose of research is to understand reality as accurately as possible, not to confirm existing beliefs or support predetermined conclusions.
Findings are communicated honestly, including results that may be unexpected, inconvenient or contrary to initial expectations. Clear distinction is maintained between evidence, interpretation and recommendation.
Every study has limitations. Data gaps, methodological trade-offs and contextual constraints
are acknowledged openly rather than hidden behind certainty.
Context Before Templates
Good research explains reality as it exists, not as theory predicts.
International standards provide consistency, but meaningful evidence requires a deep
understanding of local systems, institutions, incentives and cultures. Research designs are
adapted to the environments in which people actually live, work and make decisions.
Context is not viewed as a limitation to research quality. It is a requirement for producing
evidence that is relevant and useful.
People Behind Data
People are more than data points.
Quantitative evidence is strengthened through qualitative insight to better understand behaviors, motivations and lived experiences. Respect, dignity and fairness guide every
interaction with research participants.
Participation is voluntary and based on informed consent. Individuals have the right to
understand the purpose of a study, how information will be used and what participation
involves before choosing to take part.
Particular care is taken when working with vulnerable populations and communities where participation may involve additional sensitivities or risks.
Evidence Into Action
Research creates value when it improves decisions.
Studies are designed to generate evidence that is understandable, actionable and relevant to real-world challenges. The goal is not simply to produce information, but to support better decisions by governments, businesses, development organizations and communities.
Evidence should help clarify choices, identify trade-offs and improve outcomes.
Long-Term Impact
Research should remain useful beyond a single project cycle.
Whenever possible, analytical work contributes to institutional learning, stronger systems
and sustainable development. Knowledge products, indicators and analytical frameworks
are designed with long-term relevance in mind.
Responsible research considers not only immediate outputs, but also the lasting consequences of the decisions it informs.
Everyone in Evidence
Complex systems affect people differently.
Research design actively seeks perspectives that are often overlooked, ensuring that
evidence reflects the diversity of communities, stakeholders and lived experiences. Particular attention is given to vulnerable, marginalized and underrepresented groups whose
experiences may otherwise remain invisible in decision-making processes.
As an organization founded and led primarily by women, E³ recognizes the value of diverse
perspectives in both research teams and research outcomes. Better representation leads to
stronger evidence.
Professional Integrity
Ethical research requires professional competence.
Continuous learning, quality assurance and methodological discipline are essential parts of
responsible practice. Research teams are expected to uphold high standards of accuracy,
transparency and reliability throughout the research process.
Professional integrity also means being transparent about uncertainty and resisting pressure to overstate conclusions.
Ethical Use of Technology
Technology can improve the speed, scale and quality of research, but it does not replace
professional judgment.
Digital tools, analytics, automation and emerging technologies are applied with appropriatehuman oversight and accountability. Their use must strengthen evidence quality while protecting privacy, security and participant rights.
Innovation is valuable only when applied responsibly.
Privacy and Data Protection
Trust depends on responsible data stewardship.
Personal information is collected only when necessary, stored securely and processed in accordance with applicable legal and professional standards. Research findings are reported in aggregated or anonymized form unless explicit consent has been obtained.
Additional information is available in the Data Protection Policy.
Our Commitment
Ethics is embedded in every stage of research, from design and data collection to analysis,
reporting and strategic recommendations.
The commitment of E³ is straightforward: to produce evidence that is credible, contextaware, respectful of people and useful for the decisions that shape the future of Central Asia.
