DECISION-MAKING TOOL
FOR POLICY DESIGN.
Challenge: Kyrgyzstan lacked a comprehensive framework for understanding how effectively young people convert their education, skills and opportunities into economic participation. Existing indicators were fragmented and unable to provide a holistic view of youth economic development.
Approach: E³ designed and operationalized a national composite index measuring the realization of youth economic potential across six domains. The project combined official statistics, international indicators and nationally representative survey data within a unified methodological framework. To ensure methodological rigor, E³ assembled a multidisciplinary team and developed a normalization model that translated diverse indicators into a comparable scoring system.
Outcome: The index revealed that youth economic potential in Kyrgyzstan is utilized at only 50.4% of its possible level. Beyond measurement, the framework provided policymakers, development partners and civil society organizations with a practical tool for identifying structural barriers, prioritizing reforms and tracking progress over time.
