E³ specializes in monitoring and evaluation assignments where change is difficult to measure through conventional indicators alone. Our approach combines mixed-methods evaluation, stakeholder-centered validation and systems thinking to understand how interventions influence institutions, behaviors, partnerships and communities over time.
We have particular experience evaluating climate resilience, migration, social cohesion, education and governance programs, where outcomes emerge through complex interactions rather than linear cause-and-effect relationships. Increasingly, our work focuses on designing adaptive monitoring systems that support learning, strategic reflection and evidence-informed management throughout the project lifecycle.

National Green Economy Monitoring System
NATIONAL PROGRAM.
GOVERNMENT-WIDE ROLLOUT.
FIRST INDICATOR-BASED M&E SYSTEM OF
ITS KIND IN KYRGYZSTAN.
Challenge: The Government of the Kyrgyz Republic required a sustainable monitoring and evaluation system for the National Green Economy Development Program through 2029. Most government programs traditionally relied on activity-based reporting, making it difficult to assess actual progress, measure outcomes or support evidence-based decisionmaking. The initial scope included both methodology development and creation of a dedicated monitoring platform.
Approach: E³ designed an indicator-based monitoring framework that directly linked policy measures to measurable outcomes and performance indicators. Rather than developing a standalone project-funded platform, the team worked with the State Institution “Kyzmat” to embed monitoring functions within the national electronic document management system. Over a two-year period, E³ provided methodological support, system architecture recommendations and implementation guidance to ensure long-term institutional ownership.
Outcome: In 2026, the monitoring module was officially launched and rolled out across government institutions responsible for implementing the Green Economy Program. The system introduced real-time performance monitoring, indicator tracking and standardized reporting workflows, replacing traditional paper-based reporting practices. The project established one of the first result-oriented digital monitoring systems for a national development program in Kyrgyzstan and created a model that can be replicated across other state programs.
