Regional Migration Intelligence System

INDEPENDENTLY VALIDATED DECISIONS.
Challenge: A multi-country migration program operating across Kyrgyzstan, Uzbekistan, Armenia, Russia and later Tajikistan required a common framework for understanding performance, service quality and outcomes across multiple implementing partners.
Approach: E³ designed and implemented a common regional monitoring and learning architecture that aligned partners operating in different countries, legal environments and institutional cultures. The process required several years of stakeholder engagement, adaptation and system refinement to ensure shared ownership and practical usability.
Outcome: The system continues to support decision-making across the program, providing a common evidence framework for partners working on one of the most complex migration initiatives in the region. The project demonstrates E³’s ability to build long-term intelligence systems that remain operational across borders, institutions and implementation cycles.
